Summary:  
The Technical Analyst works directly with the customer to document business and technical solution requirements and processes and apply Fulcrum product-based solutions. The Technical Analyst implements system changes and functionality for the customer, including: system/database configuration based on system/business process analysis, customer data conversion/migration, CATS installation, including any required CATS services and interfaces, Quality Assurance Testing (QAT), User Acceptance Testing (UAT), compiling reporting requirements and, potentially, developing and implementing customized reporting to address business needs. Additional responsibilities may include: business systems analysis, project management and escalated customer support.
Primary Duties and Responsibilities:
• Performs technical analysis, design, configuration and implementation of Fulcrum’s solution. 
• Defines and documents functional and technical specifications using documented business processes and requirements.  
• Participates in functional specification peer reviews to ensure compliance with established guidelines as needed. 
• Develops or updates architecture documents and documents product/system configuration. 
• Reviews and provides input on other team members’ project-related documentation, such as business requirements, technical specifications, training materials, test cases, project plans, status reports, etc. 
• Develops and executes Short Interval Schedule (SIS). 
• Identifies data conversion requirements and performs data conversion/migration. 
• Develops solutions, including CATS data forms, reports, services and mobility routines. 
• Conducts Quality Assurance Testing (QAT), User Acceptance Testing (UAT) and documents testing issues and fixes.  
• Assists the Project Manager and assigned project resources in the delivery of the solution. 
• Acts as a team lead as assigned, which may require delegating, coordinating and tracking the work of others. 
• Develops custom training documentation and conducts corporate, field and warehouse user training. 
• Performs post production support. 
• May, as appropriate, be asked to provide input on estimating level of effort for tasks for planning and budgeting purposes.
Education and Experience:
• Four-year college degree in Computer Science, Engineering Sciences, Management Information Systems or related field preferred.
Knowledge, Skills, Abilitites:
• 4 – 6 years experience developing technical requirements and/or system design documentation. 
• 5+ years experience with enterprise database-driven system implementations. 
• Experience with Microsoft Office products, Windows NT/2000/XP operating systems, XML, UNIX and web servers (Tomcat, JBoss, WebLogic) required. 
• Solid understanding of Oracle, SQL, PL/SQL and database architecture and development.  
• Experience with Microsoft Pocket PC/Windows Mobile preferred.  
• Software training experience a plus. 
• Ability to assess the impact of new requirements on an existing suite of complex applications.  
• Superior written, verbal and interpersonal communication skills to work with a diverse group of internal and external staff. 
• Ability to present highly technical material to non-technical business audiences. 
• Analytical, organized and able to prioritize and resolve business and technical problems in a logical way.  
• Ability to work under pressure in a highly visible and fast-paced environment.  
• Self-motivated with ability to work effectively independently, with the customer and as part of a team. 
• Ability to effectively manage multiple projects/tasks of varying complexities and levels of ambiguity and meet deadlines.  
• Telecommunications industry experience a plus.  
Special Requirements:
• Ability to work overtime and/or weekends and travel as needed for specific engagements.
